Chrome ignoring hosts file windows 10

My hosts file is intact and contains entries to block ads. If I ping something that is in the hosts file, it does point to 127.0.0.1. But it seems like chrome and firefox or flash are bypassing the hosts file. I have already told Windows Defender to ignore and not touch the hosts file. Any idears? Thanks!.
